On September 10, the Newfoundland and Labrador Office of Immigration and Multiculturalism, or OIM, extended 36 invitations for provincial nomination.
These invitations, part of the Newfoundland and Labrador Provincial Nominee Program, known as NLPNP, offer selected individuals a path toward Canadian permanent residence as provincial nominees.
A temporary federal measure, effective June 9, 2026, allows nominees applying for permanent residence through the base Provincial Nominee Program to use an expedited process for Bridging Open Work Permits, or BOWPs. This means a base PNP applicant can qualify for a BOWP before receiving the Acknowledgement of Receipt for their permanent residence application.
Applicants for BOWPs who remain in Canada may be authorized to work under maintained status if their current work permit expires while their BOWP application is being processed.
Newfoundland and Labrador has conducted numerous immigration draws throughout 2026. On March 6, 362 invitations were issued through the Provincial Nominee Program and 83 through the Atlantic Immigration Program. Subsequent draws included March 30 with 209 PNP and 36 AIP invitations, April 13 with 177 PNP and 33 AIP, May 1 with 157 PNP and 33 AIP, May 11 with 168 PNP and 18 AIP, May 28 with 84 PNP and 19 AIP, and June 10 with 89 PNP and 19 AIP.
Later in the year, July 10 saw 17 PNP and 40 AIP invitations, followed by July 28 with 400 PNP and 45 AIP, and August 10 with 186 PNP and 22 AIP. The draws on August 18, September 4, and September 10 issued 122, 97, and 36 PNP invitations respectively, with no Atlantic Immigration Program invitations issued on those dates.
Candidates who received an invitation in Newfoundland and Labrador's most recent draw have a 60 day period to respond by submitting an application for provincial nomination.
This particular selection round marked the third instance since February 2025, when Newfoundland and Labrador adopted an Expression of Interest model, that no invitations were extended through the Atlantic Immigration Program.
As of September 10, 2026, Newfoundland and Labrador has issued a total of 2,592 invitations across its two provincial immigration programs. This includes 2,198 through the NLPNP and 394 through the Atlantic Immigration Program.
The province's Office of Immigration and Multiculturalism does not disclose the specific NLPNP streams under which candidates are invited, nor does it reveal the employment sectors in which they work.
Foreign nationals seeking permanent residence through the NLPNP must first submit an Expression of Interest, or EOI, using Newfoundland and Labrador's Immigration Accelerator Portal.
The EOI form gathers information about a candidate's education, their work experience, language proficiency, and their intentions to settle within the province. A qualifying job offer is a requirement under all worker streams.
The province's OIM reviews the submitted EOIs and regularly selects candidates based on its current immigration priorities.
Selection may prioritize candidates working in healthcare, those employed outside major urban centers, French speaking candidates, and graduates of Newfoundland and Labrador post secondary institutions. Federal approval of an application results in the issuance of a Confirmation of Permanent Residence, or COPR.
The most recent processing times for permanent residence applications are as follows, as of September 4: Base Provincial Nominee Program applications take 13 months to process, while Enhanced Provincial Nominee Program applications take 7 months.
Expression of Interest profiles remain active in the pool for 12 months. If a profile expires without an invitation, the candidate must submit a new one to be considered in subsequent rounds.
