What decides it

The three requirements, in plain terms

An eligible Express Entry profile
You must first qualify for one of the federal programs FSWP, FSTP or CEC. This is the gate for every Express Entry draw, French or not. No job offer or provincial nomination is needed.
NCLC 7 in French in all four abilities
Reading, writing, listening and speaking must each reach NCLC 7 (about B2). It's assessed per skill, not on average one weak section drops you out of the category.
A valid TEF or TCF result
Only TEF Canada and TCF Canada count. Results must be under two years old when you submit your profile and again when you apply.
English is optional but valuable
You don't need English to qualify. But NCLC 7 French plus CLB 5 English earns up to 50 CRS points instead of 25.

NCLC 7 is the minimum for the French category. Here are the score ranges that map to NCLC 7 in each ability. Aim above the floor where you can higher French scores also add more CRS points.

What counts as an "eligible profile"

You need to qualify for at least one of these three programs. In brief:

Eligibility questions, answered

What is the minimum French level for a French Express Entry draw?

NCLC 7 in all four abilities reading, writing, listening and speaking. NCLC 7 is roughly a B2 (upper-intermediate) level. It must be met in every ability, not on average; one section below NCLC 7 makes you ineligible for the category.
Which programs count as an eligible Express Entry profile?

Your profile must be eligible for the Federal Skilled Worker Program, Federal Skilled Trades Program or Canadian Experience Class. You do not need a job offer or a provincial nomination to be invited from a French-language draw.
Do I need English as well as French?

No. English is not required to be eligible for a French-language draw. However, adding English at CLB 5 or higher on top of NCLC 7 French earns up to 50 extra CRS points instead of 25, so it strengthens your ranking.
How recent must my TEF or TCF result be?

Your TEF Canada or TCF Canada result must be less than two years old both when you submit your Express Entry profile and when you submit your final application. Plan the test date so your result stays valid across your whole window.
Do I need a job offer or provincial nomination to qualify?

No. Neither is required for a French-language category draw. You simply need an eligible Express Entry profile plus NCLC 7 French. A job offer no longer adds CRS points (since March 25, 2025). A provincial nomination can still add 600 CRS points.
I meet the requirements how do I get into the pool?
