PGP is not accepting new applications

As of January 1, 2026, IRCC paused all new PGP sponsorship and permanent residence applications, including Interest to Sponsor forms, under Ministerial Instructions 89. No reopening date has been announced. IRCC is continuing to process a limited number of files from sponsors invited from the 2020 Interest to Sponsor pool approximately 10,000 applications, submitted before December 31, 2024. If you didn't submit an Interest to Sponsor form in that 2020 window, there is currently no route to enter the PGP pool.

When PGP does reopen, sponsors will need to meet the Minimum Necessary Income (MNI) Statistics Canada's Low Income Cut-Off plus 30% for three consecutive tax years, and sign a 20-year undertaking to financially support the sponsored parent or grandparent. It's worth keeping your tax filings and Notices of Assessment current now, so you're ready whenever intake resumes.

The Super Visa is a multiple-entry visitor visa, not a path to permanent residence but with PGP paused, it's the realistic way for Ugandan parents and grandparents to spend extended time with family in Canada.
