Study permit as a PR pathway
A Canadian study permit lets you study at a Designated Learning Institution (DLI) and, for most programs, work part-time. For Rwandan applicants, it's a particularly reliable route: study → graduate → Post-Graduation Work Permit (PGWP) → Canadian Experience Class. Unlike Express Entry, a study permit application is assessed on genuine intent to study, financial capacity, and ties to Rwanda not a points grid.
Studying in English or French?
Because Rwanda is officially bilingual in English and French (alongside Kinyarwanda and Swahili), Rwandan students genuinely have both options open. Most Canadian DLIs teach in English, but Quebec's institutions and some programs elsewhere teach in French.

The current financial threshold
IRCC raised the cost-of-living requirement to $22,895 CAD for a single applicant outside Quebec, effective September 1, 2025 separate from, and additional to, your tuition. Quebec has its own financial requirements as part of the CAQ process.

Study permit → PGWP → permanent residence
Most Rwandan students who plan to stay long-term follow the same arc: graduate, apply for a Post-Graduation Work Permit (PGWP) within 180 days of receiving final marks, work in a skilled role for 12 months, then apply through the Canadian Experience Class. PGWP length is tied to program length 8 months to under 2 years of study grants a matching PGWP; 2+ years grants up to a 3-year PGWP.
